CTG is currently recruiting for an Acquisition Planning Subject Matter Expert (SME) to provide support to the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) program. This is a 12-month project and candidates must be local to the Washington, DC area, as no travel expenses will be reimbursed.
Duties & Responsibilities:
Create statements of work, white papers, lists of assumptions, cost models, and informational briefings.
Collaborate with Cerner, VA TAC, and EHRM leads to guide task order development and ensure timelines are met through the delivery of tangible work products (i.e. technical writing and editing, professional PowerPoint presentations, and infographics).
Critical thinking skills to assist with government-led analysis and alternatives, ROIs, market research, planning activities ranging from tactical to strategic.
Track and shepherd acquisitions through the OEHRM process.
Develop all acquisition package documentation to include; Requirement refinement, Performance Work Statement, Product Description, Security Checklist, GFE Memos, QASP, IGCE, Justification and Approval, Market Research Worksheet, Acquisition Plan, COR Nomination Worksheet, Inherently Governmental and Critical Functions Memo.
Bachelor’s degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline
Minimum of 10 years of experience. An additional 8 years of relevant experience may be substituted for degree requirements.
Experience managing Information Technology related projects
Strong experience in life cycle and project management methodologies
Experience tracking costs, schedule and performance progress
Ability to identify and mitigate risks
Experience in Acquisition package development
Experience implementing Electronic Health Records
DoD and VA experience preferred
VA acquisition experience preferred
